The stars, in this case, are the events of the last five years; Nirmala Sitharaman’s handling of industry and commerce and defence ministries along with her past background in BJP. Sitharaman has done nothing outstanding or innovative in any of her charges but she was effective in holding operations. Finance ministry needs someone conservative, who somewhat loathes radical changes, is of a cautious nature and not too adventurous. Also Read – A staunch allyWhen the question of opening up the retail trade sector to foreign investment was prized open by the first UPA government, Sitharaman, as BJP spokesperson on the subject, had stoutly run down the concept. She said she was in the UK and knows very well what opening retail trade could do in India. In commerce ministry, Sitharaman had pursued a conservative policy line for India, which was famously practised by her predecessor in the UPA government of not conceding to the demands of the US and other developed countries. She is not famously known for liberalising India’s trade policy. Also Read – Cuban pathosIn defence ministry she only stepped into the void left by the sudden departure of her predecessor, becoming the figurehead for the purchase of the French fighter aircraft. She had been a useful and reliable entity for carrying on the wishes of her boss, the prime minister. In the present context, if anything, finance ministry and handling of union government’s finances would call for such an approach where not much radical changes in policies are done that may have an uncertain impact on the economy. The policy is “do no harm”, even at the cost of doing no good. In fact, where is the scope for such actions either. After the last five years of the deleterious impact of demonetisation and GST, the Indian economy had hardly come out of the worst shocks of recent years. If at all, the economy is just emerging out of them. It needs a little bit of nursing. Prime minister Modi had wanted to be the Great Liberaliser by introducing the GST, notwithstanding the difficulty of carrying out the process and the uncertain impact. That alone explains the midnight session for the introduction of GST and all the drama around it. But it did undoubtedly disrupt the functioning of the economy, particularly the functioning of the small and medium sectors. Now that the pursuit of that kind of glory is not on the radar of the prime minister, the economy also needs a kind of holding operation. The economy has admittedly lost pace. But that should not be considered too much of a calamity for a large economy. Some slackening is normal; only the downward trend should not get a firmer hold. Besides, in the foreground of a major national election, which unavoidably could be associated with policy reversals and uncertainties, some dip in investment or spending behaviour is normal. So what the new finance minister should attempt is to give a few sops and encouragement. Firstly, a rising revenue collection curve may not be the best indicator of a government’s success. In the current context, some tax concessions might be in order. A stable GST regime should ordinarily push up the government’s take. Now is the time for the government to give a part of revenue back to people to egg on spending. Secondly, everyone has referred to a fall in consumption and investment expenditure. A lower consumption expenditure resulting in lower capacity utilisation should discourage fresh investment. A larger push in public investment in infrastructure and social capital creation should restart the consumption-investment cycle. Of course, this could have implications for the fiscal deficit target. But that could sometimes be pushed a little back into the burner for a while. Thirdly, talk about drastic restructuring of the public sector banks, affecting the interests of depositors, could undermine and altogether destroy the confidence of the general public in the financial system. In this context, the irresponsible statement of a former finance minister, P Chidambaram, that depositors money should be used for shoring up eroded balance sheets of PSU banks, could not have been more destructive of public confidence. Hence, a more gradual approach to the restructuring of the public sector banking system should be pursued, the emphasis being on reining in the creation of any fresh bad debts. The best course would be an unequivocal statement of the government backing the PSU banks and their ordinary depositors. The non-banking finance companies always played a critical role in smoothening the functioning of the economy. The liquidation of the largest of them, IL&FS, has created a vacuum. The new finance minister must pay attention to rehabilitation of the non-banking finance companies. The last of these concerns, namely, restructuring the financial system and re-building confidence should call for closer cooperation between the government and the Reserve Bank of India. The relations between the government and the RBI have not been congenial. Nor is it expected for all times, either. But the current players, Sitharaman and Saktikanta Das, seem more accommodative than otherwise. We can look forward to better coordination. (The views expressed are strictly personal)

MONTREAL – Via Rail had its best performance in a decade during Canada’s sesquicentennial year, increasing its ridership by more than 10 per cent to 4.4 million passengers, the passenger railway said Monday.The Crown corporation said revenues grew 12.8 per cent in 2017 over the prior year to reach $365.7 million.The results were driven by an 11 per cent increase to 4.1 million passengers transported on the core Quebec City to Windsor, Ont., corridor.Capacity on the route was up 5.3 per cent to meet higher demand, resulting in a 14 per cent growth in revenues.Demand increased with the addition of year-round service, new stops and additional departures to the Ocean train over the holiday season.The Canadian, travelling between Toronto and Vancouver, carried almost 105,000 passengers — 12.6 per cent more than the prior year as revenues increased 16.8 per cent.The Ocean, which links Montreal and Halifax, was up just 1.5 per cent to 78,763 passengers, while revenues grew 5.2 per cent.Via Rail president and chief executive officer Yves Desjardins-Siciliano said 2017 was a record-breaking year.“We expect no less of 2018 as we celebrate the 40th anniversary of the creation of Via Rail as a Crown Corporation dedicated to passenger rail service,” he said in a statement.The railway spent $40 million on 60 capital projects last year at its maintenance centres.It posted an operating loss of $265.3 million, down from $267.5 million in 2016.Government funding was $353.7 million, including $265.3 million for operations and $88.4 million for capital.Its net profit increased 55 per cent to $12.9 million, up from $8.3 million a year earlier, according to its annual report.Via is in the process of buying 32 new trains that will run along the Quebec City to Windsor corridor starting in 2022.Via Rail has declined to put an estimate on the required funding to replace its fleet but published reports have pegged the amount at up to $1.5 billion.Follow @RossMarowits on Twitter. read more
Rabat – The Ministry of Agriculture has finally broken its silence over the “bird massacre” caused by hunting tourists near Marrakech earlier this month.Earlier in August, photos and videos of men from the Gulf posing with more than a 1,000 hunted quails, went viral on social media. The statement said that the region where the hunt took place was a lot leased to a hunting tourist company. The company is therefore responsible for the hunt.An iInvestigation into the incident also shows irregularities related to the non compliance with the lease contract.The contract provision stipulates that the company is required to control the hunting activity and “take full responsibility for the acts committed by its clients.”The statement added that it has checked the validity of the photos and videos posted online. The images show a group of men posing with more than 1,000 dead quails, thrown on the ground as a result of the hunt.The statement said that the ministry suspended the tourist hunting license of the organizing company, “which will be prosecuted.”The ministry finds that the investigation reported that the hunting party had killed three times the regulated quota of birds allocated for hunting.Investigations also reveal that local forestry staff intercepted another illegal hunty party from the same company.“The operation ended in the seizure of 36 weapons ” used for the hunt. read more

In a press statement, the body’s current president, Ambassador Jeremy Greenstock of the United Kingdom, said Council members regarded this as “another deliberately planned and clearly ethnically motivated attack on Serbs in Kosovo.” Council members called on Kosovo leaders “to condemn such a senseless act and to do all they could to stop similar incidents.” Stating that “extremists violence had to become a thing of the past,” they called on all parties to resume the path of dialogue. In Pristina, Hans Haekkerup, head of the UN Interim Administration Mission in Kosovo (UNMIK) said the attack was “apparently caused by dissidents bent on disrupting UNMIK’s efforts to bring peace and security to all people in Kosovo.” He urged all communities not to “allow the work of a few to disrupt the ongoing process to bring self-government to Kosovo.”UNMIK Police spokesman Derek Chappell said an “improvised explosive device” involving some 10 kilogrammes of explosive had targeted two vehicles leaving the Serb-administered Centre for Peace and Tolerance (CPT). One vehicle, containing five Serb occupants from the CPT, had sustained the direct force of the blast, with one passenger killed and another severely injured, the spokesman said.Meanwhile, the international security force (KFOR) launched an operation at dawn today to clear three roadblocks in Mitrovica set up to protest tax collection centres established by UNMIK. A KFOR spokesman said the “successful” operation was mounted to re-establish freedom of movement for all people of Kosovo.In another development, the committee finalizing the legal framework for Kosovo’s provisional self-government had produced a draft of the document, its chairman reported today. When Verlon Reed takes the field for the Buckeyes, he’ll be carrying more than just the weight of his pads. The All-State quarterback from Marion Franklin carries the weight of many future city-league athletes on his shoulders.During the Jim Tressel era, recruits from city-league schools, such as Marion Franklin, have been few and far between.“It’s been a while since a Columbus public school student-athlete went to Ohio State to play football,” said Brian Haffele, football coach at Marion Franklin. “Verlon knows if he does well, he opens the door for other city league kids to possibly attend [and play at] Ohio State.”That might seem like an enormous amount of pressure for someone who has yet to graduate high school, but Haffele believes Reed has the right personality to bear that kind of weight.“He’s a good, high-character kid,” Haffele said.Haffele praised Reed for his abilities both on and off the field and believes Reed can serve as an ambassador for future athletes that come from a similar background.When Reed isn’t showcasing his talents on the football field or the basketball court, he dedicates his time to doing community service. And while Reed might blend in when helping out in the community, he’s a standout on the field.The multi-sport star went 22-4 as quarterback in his high school career and it’s easy to see why. At 6-feet-3-inches, Reed has good size for a quarterback. He also possesses great speed and agility.“He’s a tremendous athlete. Obviously if you’re going to Ohio State you have to be a tremendous athlete,” Haffele said. “He’s one of the top three players I’ve ever coached. The other two played at Minnesota, and they’re both playing in the NFL right now.”Haffele went on to say that Reed is by far the best quarterback he’s ever coached. But while Reed wants to play quarterback at Ohio State, it’s believed that he might make the switch to defensive back, which he also played at Marion Franklin.Haffele said he believes Reed will get a chance to play quarterback at OSU, but believes there may be even another position he could play for the Buckeyes.“He can play defensive back or safety, but honestly if he’s not playing quarterback I see him playing wideout,” Haffele said.While debate continues about where Reed will fit in on Tressel’s squad, there is one thing Kevin Noon, managing editor of Buckeyegrove.com, says is for sure.“Verlon is a playmaker. He makes things happen and you can’t have enough guys like that,” Noon said. “I know that’s a football cliché but he really is that guy that will make things happen on the field.”When an athlete like Reed steps onto campus, fans instantly want to draw comparisons to the likes of current OSU quarterback Terrelle Pryor. While Reed wasn’t as highly sought after as Pryor, Noon says they do compare in at least one respect.“The one place you can say they are similar is that they’re both very athletic kids,” Noon said. “It’s always good to have a kid like that coming into your program that you can plug into one of many different spots.”Reed himself aspires to be more like former Buckeye great Troy Smith. Reed idolized Smith during his playing days at OSU and says that’s the kind of player he wants to be. If Reed has a career anywhere close to that of the most recent Buckeye to hoist the Heisman Trophy, then Buckeye fans have a lot to look forward to. read more
The NCAA made its move. Now the ball is in Ohio State’s court. The NCAA revealed the initial findings of its investigation into OSU’s football program and, based on NCAA precedent, experts say Buckeye Nation won’t like its eventual ruling. More sanctions could be handed down and likely would include wins being vacated and a postseason ban, said former members of the NCAA infractions committee. In a letter dated April 21 to university President E. Gordon Gee, the NCAA accused OSU of “potential major violations of NCAA legislation” stemming from football coach Jim Tressel failing to report the actions of seven players who sold memorabilia and received improper benefits between 2008 and 2010. The letter notes violations committed by six current players and one former Buckeye, and states that Tressel “knew or should have known that at least two football student-athletes received preferential treatment from and sold institutionally issued athletics awards, apparel and/or equipment … but he failed to report the information to athletics administrators and, as a result, permitted football student-athletes to participate in intercollegiate athletics competition while ineligible.” The NCAA will base its final ruling on Bylaw 19.5.2. Sanctions could be as severe as vacating wins from OSU’s 2010 season, except the Sugar Bowl victory. The NCAA declared the six players eligible for the bowl game on the basis that they “did not receive adequate rules education during the time period the violations occurred,” said Kevin Lennon, NCAA vice president of academic and membership affairs, in a Dec. 23 press release. Tressel could be fired and the program could suffer losses of scholarships and off-campus recruiting, according to the bylaw. The NCAA, however, did not cite OSU for a “lack of institutional control,” often regarded as the harshest of charges. Michael Buckner, a lawyer who represents universities, coaches and student-athletes in NCAA infractions cases, said Tressel will likely try to lessen the blow by pointing to extenuating circumstances. “Any coach in that similar situation in which an unethical conduct charge has been asserted against him or her will be trying to provide the committee with some mitigating factors,” Buckner told The Lantern. “Because Tressel has admitted that he did not divulge or self-report the information to the institution in a timely matter, what Tressel is going to have to do … is say: ‘Look, I didn’t do this; I didn’t report this for the following reasons,’ and try to paint a picture of that fact that he felt he was under a legal obligation that goes up and beyond NCAA rules not to supply information to the institution or to the NCAA.” Josephine Potuto, a University of Nebraska professor in constitutional law, served on the NCAA Committee of Infractions from 2006–08 and chaired the committee in 2007 and 2008. She told The Lantern that even if the investigation calls for the NCAA to recommend Tressel’s dismissal, the infractions committee often hesitates to pull the trigger. “In the past there’s been authority to terminate a coach,” she said, “but the committee is very reluctant to do so.” But Potuto added that the committee often adds to schools’ self-imposed sanctions. OSU suspended Tressel for five games and fined him $250,000. “It’s very unusual for the infractions committee to reject the school’s penalties,” Potuto said, “but in every infractions case I know of, the committee imposed further penalties.” Tressel learned of his players’ involvement with Eddie Rife, owner of Fine Line Ink tattoo parlor, in April 2010, after attorney and former walk-on football player Christopher Cicero emailed the coach. Cicero, who had previously represented Rife, knew of his involvement in a federal drug investigation and warned Tressel that quarterback Terrelle Pryor and receiver DeVier Posey had contact with Rife. According to emails released Monday by the university, Tressel contacted Ted Sarniak, Pryor’s mentor from Pennsylvania, but never reached out to Gee, athletic director Gene Smith or anyone else in the athletic department. Cicero later informed Tressel that Rife had a collection of the players’ memorabilia. NCAA rule dictates that student-athletes cannot benefit from the sale of their merchandise. Failing to report the players’ wrongdoing means Tressel played athletes during the 2010 season who should have been ineligible at the time. After discovering Tressel’s failure to report, the university punished the coach with a two-game suspension and $250,000 fine and held a press conference on March 8. Tressel later increased the suspension to match the five-game bans Pryor, Posey, offensive lineman Mike Adams, running back Dan Herron and defensive end Solomon Thomas face. On Dec. 23, the NCAA suspended those five and handed reserve linebacker Jordan Whiting a one-game suspension for receiving discounted tattoos. According to the letter, the eventual ruling will not affect the eligibility of the suspended players. OSU appealed the athletes’ suspensions, but the NCAA upheld its original ruling on March 17. Attached to the letter, the NCAA included an eight-page document outlining the alleged infractions the university committed and requesting information about 42 topics. The topics included everything from Tressel’s relationships with Cicero and Sarniak to the “institution’s valuation of the preferential treatment received by the student-athletes” to the football program’s finances and on-field success. “All of the alleged violations set forth … are considered to be potential major violations of NCAA legislation, unless designated as secondary,” the letter states. “If the institution believes that any alleged violation should be considered a secondary violation … the response should indicate why the alleged violation should be considered a secondary violation, and it should present information to support that conclusion.” The athletic department released a statement Monday, saying: “The allegations are largely consistent with what the university self-reported to the NCAA on March 8, 2011, and which were widely covered in the media. The university will continue to work cooperatively with the NCAA during the response phase to the NCAA that now begins, and will have no further comment until the process is completed.” The university has until July 5 to compile all requested documents and responses. Gee, Tressel and Smith are scheduled to meet with the NCAA Committee on Infractions on Aug. 12 in Indianapolis. The NCAA also requested that faculty athletics representative John Bruno and director of compliance Doug Archie attend. At the meeting, the university representatives will have the opportunity to make their case. The letter states the NCAA is most interested in Gee’s presentation. At the March 8 press conference, when asked if he ever considered firing Tressel, Gee joked that he hoped Tressel “doesn’t dismiss me.” Gee told The Lantern on April 13 that he regretted making that remark. Mark Neyland, who served more than three years on the NCAA Enforcement staff and provides counsel on NCAA infractions, said a postseason ban could be in store once the NCAA makes its final decisions. “The Committee on Infractions is in the business of trying to make the penalties fit the crime,” Neyland told The Lantern. “Because a postseason ban is one of the more severe penalties, it is generally reserved to the types of violations that the committee deems to be most egregious.” Buckner said OSU fans should prepare to see the team’s 2010 victories vanquished. “Based on the information that we have available right now, I do think there’s a possibility that those contests in which ineligible student-athletes participated, those games could be vacated,” Buckner said. “I think Ohio State fans need to understand that that may be a possibility.” In its letter, the NCAA asked OSU to detail a list of past NCAA infractions, distinguishing the university as a “repeat offender.” Quarterback Troy Smith accepted $500 from a booster and was suspended for the 2004 Alamo Bowl and the first game of the 2005 season. Former men’s basketball coach Jim O’Brien violated NCAA rules when he financially supported a potential recruit. “Ohio State is still within the repeat violators statute, which is five years from the last major rules violation,” Buckner said. “According to what has been recorded in those violations, I don’t think that the committee is going to come out and use the repeat violators statute because there’s no indication that the institution was directly involved in the violations or didn’t do enough to monitor. There wasn’t institutional breakdown. Those weren’t alleged by the enforcement staff. “I think what you’re going to see is this be taken care of in a narrow focus by the Committee on Infractions dealing with the student-athletes, possible vacation of those contests and coach Tressel directly.” Ally Kraemer, Trent Barter and Pat Brennan contributed to this story. (WSVN) — A man was arrested in Pinellas Park after, police said, his girlfriend discovered he had been molesting and raping her now-pregnant 13-year-old daughter for years.According to FOX 13 News in Tampa, 41-one-year-old Mark Phillip Sutton was taken into custody, early Tuesday. He faces several charges including counts of sexual battery, with additional charges possible, according to police.Police said Sutton’s girlfriend had taken her daughter to the hospital for unrelated medical problems when doctors discovered she was four months pregnant. Bert Stedman and Ketchikan borough and city officials, where DOT officials announced their choice of improved ferry service for Gravina.The Gravina access project became nationally infamous during the buildup to the 2008 election when then-Gov. Sarah Palin redirected federal funding for the project, and made Ketchikan’s “Bridge to Nowhere” part of her vice-presidential campaign stump speech.Seven years later, most Ketchikan officials still want that bridge. But pretty much everyone understands that, at this point, a bridge is off the table.So, it wasn’t a surprise when DOT Commissioner Marc Luiken told a group of about a dozen state and Ketchikan officials that the department’s preferred alternative for the Gravina Access Improvement Project was improved ferry service.“And that alternative is called G4-V,” he said.Sen. It includes a passenger waiting facility, shuttle vans, a heavy freight dock, new ferry transfer bridges, upgraded sidewalks and ramps, and replacement of the ferry layup dock.It would not include new ferries or additional ferry service unless demand increased.“Right now, based on our traffic projections that have come through the EIS, we don’t see that demand increasing, at least, certainly not in the immediate future and maybe not in the distant future,” Luiken said. “But, we will address that when we get to that point.”Borough Manager Dan Bockhorst thanked Luiken and Southcoast Region Director Mike Coffey for traveling to Ketchikan for a face-to-face meeting with local officials. But, Bockhorst pointed out some concerns that the borough has with Alternative G4-V, particularly with items that will add costs to the borough, which operates the state-owned Ketchikan International Airport.For example, the community would have to figure out how to pay for a new ferry when the current ones need replacement, and then there’s the shuttle vans.“The solution in G4-V is to buy two econo-line vans and let the Ketchikan Gateway Borough operate them at a cost of $350,000 a year, which is throwing an anchor to us while we’re treading water,” Bockhorst said.Bockhorst offered an alternate proposal for DOT to consider. That proposal includes more parking on the main island, an additional ferry transfer facility on each side so that service isn’t interrupted for maintenance, a new ferry and a satellite airport terminal on the Revilla Island side.“So that people can put their baggage there, they can check in there and we can convey the baggage over there and people won’t have to worry about it,” he said.Bockhorst said that would help solve issues that the proposed shuttle vans were to address, namely helping seniors and people with disabilities who otherwise would have trouble getting themselves and their luggage over on the ferry.The entire borough proposal totals $96 million, which is the amount Bockhorst said should be left in the overall project account. But, Luiken said, the amount is really about $88 million.And of that, he said, only $10 million is reserved for Gravina Access. The rest could be spent on any other Alaska DOT project that’s approved by the Federal Highway Administration.Luiken warned Bockhorst and the others in the meeting that adding the borough’s proposal for consideration could delay the process further. He suggests that the borough support the preferred alternative as it is, and save discussion of the borough’s project list for a later time.Sen. Bert Stedman of Sitka, who represents most of Southeast including Ketchikan, said the borough’s proposal is reasonable and should be considered. He adds that closing out the EIS process without first trying to include the borough’s ideas would make it more challenging to implement those projects later on, because the political leverage would be lost.“If you allow that to happen and let that EIS window close, then it becomes basically a request for some other projects that every other community is going to request, especially if they know there’s $30 million of $50 million on the table,” he said.Luiken said the administration wants to make sure that any flexible funding left after a Gravina Access choice has been finalized is spent in the region. Whether that’s the DOT Southcoast Region in general or the region closer to Ketchikan is not yet clear, and Luiken said he’ll clarify that with Gov. Bill Walker’s office.The Southcoast region covers Southeast Alaska, plus Kodiak, the Alaska Peninsula, Aleutian Chain and Pribilof Islands.As the hour-long meeting wrapped up, Borough Mayor David Landis asked Luiken to work cooperatively with the community to make sure the project is done correctly.“So many times, government is criticized for inefficiencies, wastefulness, bad planning,” he said. “We have a unique opportunity right now to make sure that kind of thing doesn’t happen here and we don’t end up with having a white elephant, with a bus system that costs us more to operate.
